The political value of loyalty
Leto’s strength lies as much in the devotion of those around him as in his wealth. He brings different experts such as Duncan, Gurney, and Thufir together for a common purpose. For Paul, his father is the first example of government meaning responsibility for people’s lives, as well as giving orders.
The trap of Arrakis
The Arrakis assignment seems a great opportunity: spice production lies at the empire’s heart. But the transfer is part of the attack arranged by the Emperor and the Harkonnens. Leto’s search for a relationship with the Fremen also shows that he sees the new world as more than a source of revenue. By rescuing workers rather than machinery during the harvester evacuation, he turns his idea of government into a concrete decision.
After the final move
The poison tooth supplied by Yueh leaves the captive Leto a narrow chance to strike back. The move intended to kill the Baron kills Piter instead; the Baron escapes. Leto’s importance to the story does not end here: in Paul’s decisions and the devotion of surviving Atreides, he remains a measure of a lost form of leadership.
