Overview
At the opening of The Duke of Caladan, Leto arrives on Otorio at the Emperor’s invitation. Unable to find space on Kaitain, Shaddam has built his grand new monument on this little-known planet.
Place in the universe
The setting is a political stage that expresses how the ruler wants to display his achievements. Leto’s attendance likewise follows less from personal preference than from his position as a Landsraad member and ruler of a Great House.
